Congress to consider giving more control of Internet to UN

U.S. lawmakers will delve on Thursday into an international debate on whether to hand more control of the Internet to the United Nations, a move many fear would turn it into a political bargaining chip for censorship and global taxes on Web companies.

U.S. government officials are gearing up for a December meeting in Dubai where delegations from 193 countries will discuss whether the U.N. should have more say over how the Internet is organized and controlled.

Critics say that, under such a regime, each nation regardless of size has one vote, which could give China, Russia, Iran, Saudi Arabia and other countries greater ability to isolate their populations and silence political dissidents.

"What proponents of Internet freedom do or don't do between now and then will determine the fate of the Net, affect global economic growth and determine whether political liberty can proliferate," Robert McDowell, a Republican commissioner on the Federal Communications Commission, said in testimony prepared for Thursday's hearing.

A House Energy and Commerce subcommittee is holding the hearing in what will be one of the highest-profile airings so far in the United States on the coming debate at the World Conference on International Telecommunications (WCIT) in December.

The U.S. government is trying to drum up support, both domestically and internationally, to preserve a decentralized Internet.

Obama administration officials held a closed-door meeting a few weeks ago at the White House with representatives from U.S. companies such as Comcast and advocacy groups such as the international nonprofit Internet Society to build solidarity.

"This is one of those circumstances where I think it's fair to say there's absolute unanimity. I don't believe you'd find any dissent at all to the view that we would like to keep the Internet free of inter-governmental controls," said a State Department official, who was not authorized to speak on-the-record about the discussions.

The Internet is currently policed loosely, with technical bodies such as the Internet Engineering Task Force, the Internet Corporation for Assigned Names and Numbers and the World Wide Web Consortium largely dictating its infrastructure and management. The United States holds significant sway with those bodies.

U.N. treaty last revisited in 1988
When the delegations gather in Dubai, they will renegotiate a U.N. treaty last revisited in 1988 and debate whether to consolidate control over the Internet with the U.N.'s International Telecommunications Union (ITU).

The ITU is used to set communications standards, such as deciding when technologies can be labeled 4G and approving a standard for a universal telephone charger.

For many countries, it seems a natural progression for the ITU, formerly the International Telegraph Union in the 1800s, to morph into the International Internet Union in the 21st century. But for countries such as the United States the move is seen as dangerous.

The United States fears that authoritarian regimes will campaign for their initiatives by promising to back proposals from developing countries that would like to see tariffs on content-heavy Internet companies such as Google and Facebook.

"The votes of governments would be traded for considerations that have nothing to do with the Internet. That political horse trading is the hallmark of inter-governmental bodies," said Steve DelBianco, executive director of NetChoice, a coalition whose members include AOL, eBay, Facebook, Oracle, VeriSign and Yahoo.

Seeking diplomatic approach
The House panel said in a memo released on Tuesday that there is bipartisan agreement that the United States should stand firm in opposing any treaty provisions at the WCIT that would give the U.N. substantial control of the Internet.

"Pending international proposals to regulate the Internet could jeopardize not only its vibrancy, but also the economic and social benefits it brings to the world," the memo said.

The hearing will include testimony from Ambassador Philip Verveer, the deputy assistant secretary of state who will negotiate with other nations at the WCIT and help represent the United States in Dubai.

Vinton Cerf, regarded as one of the fathers of the Internet and now vice president and chief Internet evangelist at Google, and David Gross, the State Department's former ambassador for international telecom policy and now a partner at Wiley Rein, will also testify.

Gross, who is appearing on behalf of an industry coalition that includes Google, Microsoft and News Corp, said in his prepared testimony that this is not the first attempt to centralize control over the Internet, pointing to UN talks in 2003 and 2005.

He said the United States must take a diplomatic approach that does not unnecessarily attack the UN's telecommunications authority, but instead concentrates on countries seeking to impose government mandates on the Internet through the UN.

Gross called for a strong coalition between the United States and like-minded countries.

"This has been done before and it must be done again," he added.

As recent data breaches, such as the massive one at Global Payments have shown, businesses have to think about and plan what they will do in the advent of a data breach long before it actually happens.

Considering that many of the state regulations and federal compliance requirements require that companies suffering a breach respond quickly, there really isn't time to figure out what to do and then execute the plan. In fact, spending those critical first few days deciding what to do next after data has been exposed can wind up being tremendously expensive for the company.

The cloud-based incident recovery analysis tool from Co3 Systems helps businesses face the worst-case scenario. External attackers have breached the network and wandered off with a sensitive customer database. The top sales guy copied a client list onto his laptop before leaving for a roadshow, and lost the computer and all the data at the airport. Events Vs. Incidents

Incidents are a bit more serious, as they refer to scenarios that could happen. If that lost laptop had sensitive personal identifying information that wasn't encrypted, then someone finding it could become an incident. Business would list events in the application, keeping track of everything that is happening.

When one of the events develops into an incident, the business can generate an incident response plan and get started on each of the checklist items. Even though Co3 treats events and incidents differently in the interface, but it's not always clear when to draw that line within the application, and it took me some time to get used to making that distinction.

The platform also allows the business to develop simulations to create what-if scenarios to see what could possibly happen in the case of an incident. It is also possible to create privacy impact assessment and risk assessments as part of risk planning.

Patchwork of Regulations
The platform draws on a constantly updated database of requirements from 46 states, three commonwealths, and 14 federal agencies when creating the action list. Businesses have difficulty navigating the various requirements, some of which are more stringent than others. The deadlines for breach notification also vary wildly. Maine, for example, requires organizations to notify the affected customer within seven days of discovering the incident. Other states are more generous, giving a few weeks or several months of time.

The kind of information that has to be disclosed, and the type of language used in the notification letter, also varies by state. Co3 presents templates and necessary forms to simplify the entire process.

Working with solvents tied to cognitive problems for less-educated people

Exposure to solvents at work may be associated with reduced thinking skills later in life for those who have less than a high school education, according to a study published in the May 29, 2012, print issue of Neurology?, the medical journal of the American Academy of Neurology.

The thinking skills of people with more education were not affected, even if they had the same amount of exposure to solvents.

"People with more education may have a greater cognitive reserve that acts like a buffer allowing the brain to maintain its ability to function in spite of damage," said study author Lisa F. Berkman, PhD, of Harvard University in Cambridge, Mass. "This may be because education helps build up a dense network of connections among brain cells."

The study involved 4,134 people who worked at the French national gas and electric company. The majority of the people worked at the company for their entire career. Their lifetime exposure to four types of solvents?chlorinated solvents, petroleum solvents, benzene and non-benzene aromatic solvents?was assessed. The participants took a test of thinking skills when they were an average of 59 years old and 91 percent were retired.

A total of 58 percent of the participants had less than a high school education. Of those, 32 percent had cognitive impairment, or problems with thinking skills, compared to 16 percent of those with more education. Among the less-educated, those who were highly exposed to chlorinated and petroleum solvents were 14 percent more likely to have cognitive problems than those with no exposure. People highly exposed to benzene were 24 percent more likely to have cognitive problems, and those highly exposed to non-benzene aromatic solvents were 36 percent more likely to have cognitive problems.

"These findings suggest that efforts to improve quality and quantity of education early in life could help protect people's cognitive abilities later in life," Berkman said, who worked alongside study author Erika Sabbath, ScD. "Investment in education could serve as a broad shield against both known and unknown exposures across the lifetime. This is especially important given that some evidence shows that federal levels of permissible exposure for some solvents may be insufficient to protect workers against the health consequences of exposure."

When it comes to disease ? what causes it, how we know it?s there, and what may ameliorate its often deadly designs on us ? mysteries abound. Thirteen years ago, at the age of 60 ? without any conventional symptoms or risk factors ? two of my three major coronary arteries turned out to be 100 percent shut down, and the third major artery, the LAD (Left Anterior Descending Artery, the so-called ?widow-maker?) was more than 95 percent shut down ? and my life was saved by emergency quintuple bypass surgery. I had never smoked, I exercised regularly (swam a mile a day, played tennis and full-court basketball), had no family history of heart disease, and had normal blood pressure, and better-than-normal levels of cholesterol (both ?good? and ?bad?).

I had, however, for two months prior to the surgery, been concerned about some shortness of breath I experienced, if intermittently, while swimming, and by an unfamiliar, sporadic pain ? more like a burning sensation ? in my back, between my shoulder blades. When my family doctor suggested I have a check-up with a cardiologist, the cardiologist performed an echo-cardiogram and diagnosed ?a viral cardiomyopathy.? But he saw no urgency in my situation.

At the same time, I had been talking regularly with a childhood friend, Richard Helfant, who was a cardiologist in Los Angeles, and had been Chief of Cardiology at Cedars-Sinai Hospital in Los Angeles. When I told him of the viral cardiomyopathy diagnosis, he shouted into the phone, ?It?s not viral, goddamnit ? I want you in the hospital as soon as possible.?

He had made an accurate diagnosis from 3000 miles away because, as he later explained, he knew me, and thus could place my specific symptoms in the context of my full story. What the cardiologist who had misdiagnosed me had done was to pay more attention to tests and numbers and, thus, to forget that I had told him about the pain between my shoulder blades, which symptom ? referred pain from the heart ? was inconsistent with a diagnosis of viral cardiomyopathy.

A year later, when my friend and I had a happy reunion in California, and I was, again, expressing my thanks to him, he smiled. ?Let?s face it,? he said, ?you and I wouldn?t be sitting here today if you hadn?t gone to high school with the right guys.?

And just this past week, I attended a memorial service for a mutual friend of ours ? I had known him since kindergarten, and the three of us had gone to high school together in Brooklyn ? who had had open heart surgery within the past year, but who, during his stay in the hospital, had contracted a deadly MRSA infection (methicillin-resistant staphylococcus aureus). When the infection spread and, over a period of months, did not respond to treatment, our friend underwent surgery again to replace an infected aortic valve and (the surgery less than successful) he never regained consciousness.

Surely, as our two stories indicate, the element of luck ? of good fortune or bad fortune ? plays a large, mysterious part in our destinies. But we want answers; we want to be able to defeat, or forestall, a definitive visit from the Angel of Death and often believe the source of doing so resides in data ? in those numbers that researchers, doctors, and pharmaceutical firms keep inundating us with. Huge Ancient Civilization?s Collapse Explained

The mysterious fall of the largest of the world's earliest urban civilizations nearly 4,000 years ago in what is now India, Pakistan, Nepal and Bangladesh now appears to have a key culprit ? ancient climate change, researchers say.

Ancient Egypt and Mesopotamia may be the best known of the first great urban cultures, but the largest was the Indus or Harappan civilization. This culture once extended over more than 386,000 square miles (1 million square kilometers) across the plains of the Indus River from the Arabian Seato the Ganges, and at its peak may have accounted for 10 percent of the world population. The civilization developed about 5,200 years ago, and slowly disintegrated between 3,900 and 3,000 years ago ? populations largely abandoned cities, migrating toward the east.

"Antiquity knew about Egypt and Mesopotamia, but the Indus civilization, which was bigger than these two, was completely forgotten until the 1920s," said researcher Liviu Giosan, a geologist at Woods Hole Oceanographic Institution in Massachusetts. Nearly a century ago, researchers began discovering numerous remains of Harappan settlements along the Indus River and its tributaries, as well as in a vast desert region at the border of India and Pakistan. Evidence was uncovered for sophisticated cities, sea links with Mesopotamia, internal trade routes, arts and crafts, and as-yet undeciphered writing.

"They had cities ordered into grids, with exquisite plumbing, which was not encountered again until the Romans," Giosan told LiveScience. "They seem to have been a more democratic society than Mesopotamia and Egypt ? no large structures were built for important personalitiess like kings or pharaohs."

Like their contemporaries in Egypt and Mesopotamia, the Harappans, who were named after one of their largest cities, lived next to rivers.

"Until now, speculations abounded about the links between this mysterious ancient culture and its life-giving mighty rivers," Giosan said.

Now Giosan and his colleagues have reconstructed the landscape of the plain and rivers where this long-forgotten civilizationdeveloped. Their findings now shed light on the enigmatic fate of this culture.

"Our research provides one of the clearest examples of climate change leading to the collapse of an entire civilization," Giosan said. [How Weather Changed History]

The researchers first analyzed satellite data of the landscape influenced by the Indus and neighboring rivers. From 2003 to 2008, the researchers then collected samples of sediment from the coast of the Arabian Sea into the fertile irrigated valleys of Punjab and the northern Thar Desert to determine the origins and ages of those sediments and develop a timeline of landscape changes.

"It was challenging working in the desert ? temperatures were over 110 degrees Fahrenheit all day long (43 degrees C)," Giosan recalled.

After collecting data on geological history, "we could reexamine what we know about settlements, what crops people were planting and when, and how both agriculture and settlement patterns changed," said researcher Dorian Fuller, an archaeologist with University College London. "This brought new insights into the process of eastward population shift, the change towards many more small farming communities, and the decline of cities during late Harappan times."

Some had suggested that the Harappan heartland received its waters from a large glacier-fed Himalayan river, thought by some to be the Sarasvati, a sacred river of Hindu mythology. However, the researchers found that only rivers fed by monsoon rains flowed through the region.

Previous studies suggest the Ghaggar, an intermittent river that flows only during strong monsoons, may best approximate the location of the Sarasvati. Archaeological evidence suggested the river, which dissipates into the desert along the dried course of Hakra valley, was home to intensive settlement during Harappan times.

"We think we settled a long controversy about the mythic Sarasvati River," Giosan said.

Initially, the monsoon-drenched rivers the researchers identified were prone to devastating floods. Over time, monsoons weakened, enabling agriculture and civilization to flourish along flood-fed riverbanks for nearly 2,000 years.

"The insolation ? the solar energy received by the Earth from the sun ? varies in cycles, which can impact monsoons," Giosan said. "In the last 10,000 years, the Northern Hemisphere had the highest insolation from 7,000 to 5,000 years ago, and since then insolation there decreased. All climate on Earth is driven by the sun, and so the monsoons were affected by the lower insolation, decreasing in force. This meant less rain got into continental regions affected by monsoons over time." [50 Amazing Facts About Earth]

Eventually, these monsoon-based rivers held too little water and dried, making them unfavorable for civilization.

"The Harappans were an enterprising people taking advantage of a window of opportunity ? a kind of "Goldilocks civilization," Giosan said.

Eventually, over the course of centuries, Harappans apparently fled along an escape route to the east toward the Ganges basin, where monsoon rains remained reliable.

"We can envision that this eastern shift involved a change to more localized forms of economy ? smaller communities supported by local rain-fed farming and dwindling streams," Fuller said. "This may have produced smaller surpluses, and would not have supported large cities, but would have been reliable."

This change would have spelled disaster for the cities of the Indus, which were built on the large surpluses seen during the earlier, wetter era. The dispersal of the population to the east would have meant there was no longer a concentrated workforce to support urbanism.

"Cities collapsed, but smaller agricultural communities were sustainable and flourished," Fuller said. "Many of the urban arts, such as writing, faded away, but agriculture continued and actually diversified."

These findings could help guide future archaeological explorations of the Indus civilization. Researchers can now better guess which settlements might have been more significant, based on their relationships with rivers, Giosan said.

It remains uncertain how monsoons will react to modern climate change. "If we take the devastating floods that caused the largest humanitarian disaster in Pakistan's history as a sign of increased monsoon activity, than this doesn't bode well for the region," Giosan said. "The region has the largest irrigation scheme in the world, and all those dams and channels would become obsolete in the face of the large floods an increased monsoon would bring."

The scientists detailed their findings online May 28 in the journal Proceedings of the National Academy of Sciences.

Japan and China to start direct currency trading

Japan and China said Tuesday they will start direct currency trading this week, marking the first time Beijing has let a major unit other than the dollar swap with the yuan.

The move, which will scrap the US currency as an intermediary unit, comes as China introduces measures as part of a long-term goal to internationalise its currency, and rival the dollar as the world?s benchmark.

The yuan-yen trade ? part of a wider deal reached last year between Beijing and Tokyo to forge closer ties ? will also be allowed to move in a wider range than the narrow band at which the dollar and yuan change hands, Dow Jones Newswires and the Nikkei business daily reported.

China will set a daily rate based on dealer quotes with trade allowed to move within a 3.0 percent band above or below that rate, the reports said, compared with a 1.0 percent band fixed to the yuan-dollar.

The Chinese central bank earlier Tuesday introduced a rate of 7.9480 yuan for every 100 yen, Dow Jones Newswires said.

The yen trades freely against other major currencies on global foreign-exchange markets, including the greenback, with the dollar buying 79.46 on Tuesday.

The new system, which starts on Friday, makes way for ?full-fledged direct exchange trading,? Japan?s Finance Minister Jun Azumi said Tuesday.

By not using the dollar as an intermediate currency ?we can lower transaction costs and reduce settlement risks at financial institutions as well as making both nations? currencies more useful?, he added.

Beijing?s tightly foreign exchange policy has triggered huge trade deficits in the United States, which accuses China of artificially undervaluing the yuan to boost exports, and has been a long-running source of friction between the world?s two largest economies.

On Tuesday, China said direct yuan-yen trade was an ?important step? in ?strengthening cooperation between China and Japan in developing financial markets and mutually promoting direct trading between the two currencies based on market principle.?

China overtook Japan to become the world?s second-largest economy in 2010, and the neighbours are forging closer business ties despite frequent diplomatic spats over territorial claims and lingering historical animosities.

China is Japan?s largest trading partner, but about 60 percent of their mutual trade is denominated in US dollars.

The official Xinhua news agency reported that the deal will save about $3.0 billion in annual costs tied to using the dollar in trade transactions.

In March, Japan said it had won approval to buy Chinese government bonds for the first time ? Beijing does not allow investors to freely purchase its debt, requiring official approval instead.

Tokyo said it would buy about 65 billion yuan ($10.25 billion) in Chinese public debt, a relatively small amount that was seen as largely symbolic.

The economic powerhouses have also agreed to promote the use of their currencies in bilateral transactions ? such as yuan-denominated foreign direct investment by Japanese companies in China ? to reduce foreign exchange risks.

The yen, meanwhile, hit historic highs against the dollar last year, denting exporters whose products become less competitive overseas when the unit strengthens.

Japanese finance officials have vowed to step into foreign-exchange markets again to tame the value of the yen, which is increasingly seen as a safe-haven currency as the euro takes a hit owing to worries about the debt-hit eurozone.

One of the most vivid and replayed images of protesters at the NATO summit last weekend in Chicago was a?group of some 40?vets lined up to toss their war medals over the chain link fence to protest what former?naval officer Leah Bolger calls ?the illegal wars?of both NATO and America.?

According to a recent Pew Research Center study, 33 percent of post-9/11 veterans say that neither the war in Iraq nor in Afghanistan ?were worth the cost,? and this among a highly motivated cohort who chose to serve.

What this means, says retired US Army Col. Ann Wright, who?resigned from a State Department post in 2006 over US policies in Iraq,?is that?there is a?widening gap between the government, military policies, and the soldiers that carry them out.

?Military personnel know America will always have a military, but there is?growing concern?over the way it is being used,? says the 29-year veteran, adding that an increasing list of concerns include ?the use of?torture, illegal detentions, and both soldiers and the public being lied to about the actual reasons for going into combat.?

But in contrast to the extremely vocal and visible antiwar movements of the Vietnam?War era, many veterans in the all-volunteer military have found it harder to?mobilize effective actions, says Cameron?White, a former Marine who served two tours in Iraq before joining ?Iraq Veterans Against the War.?

The 32-year-old Pasadena?City college student, who enlisted in 2000, says??it?s harder to speak to fellow soldiers about their decision to join, as the onus is on us because we chose this.?

Many of the post-9/11 veterans who have served in what is now American?s longest-running military action, find that pressures that can fuel antiwar sentiment have ratcheted up with the all-volunteer army.

According to the Pew study, only some one half of one percent of Americans have served in the military in the past decade, the lowest rate in history. Even as an?unprecedented number of Americans ? some 80?percent ? are therefore sheltered from the war?s hardships because none of their relatives?are serving,?the pressures of military service?have increased.

In order to meet troop level requirements, many soldiers have been deployed as?many as six times ? a level unheard of prior to the all-volunteer military, points out Mike Hanie, an Air Force veteran and founder and executive director of the Institute for Veterans and Military Families at Syracuse University.

This growing antiwar sentiment within the veteran community, he says,?is?easily traced to the fact that ?the men and women who have served are returning home to communities where they feel that their service doesn?t matter.?

The veterans? ?families, friends, neighbors, and colleagues do not understand, or seem to care about our all-volunteer military and the sacrifices they have made defending our freedom,? he adds.

Veterans returning?to normal life are facing struggles that include uncertainty about possible redeployments, cutbacks in benefits, and an economy in recession. This has led to many troublesome results, including a suicide rate among post 9/11 veterans of some 18 veterans per day, says Dr. Harry Croft, a former Army doctor and a psychiatrist who has evaluated more than 7,000 veterans for combat-related post-traumatic stress disorder (PTSD), and is author of the book ?I Always Sit With My Back to The Wall.?

?It?s not clear anymore what the end result is of these wars,? he says, adding?that in Iraq, for example, US troops are gone, but many vets wonder what happens now.

?We got rid of Saddam Hussein and put a democratic government in place, but the enemy still hasn?t gone away,? he notes. In addition, he says, many vets feel?that we were told before the war in Iraq that oil money was going to pay for the war, ?which of course didn?t happen.?

Afghanistan is even murkier, says Dr. Croft. ?Our troops are over there risking their lives and the Afghan people and government don?t even like us,? he says, adding ?our troops are facing suicide bombers and IEDs knowing that today might be their last day, but for what??
